Other details : instead of the slow delivery rate planned initially from 2011 to 2014 because of expected export contract, the 11 Rafale per month rate has been maintained.
This means that 69 Rafale will be delivered between 2009 and 2014 instead of 52. This increase required €1.1Bn of payments earlier than planned, and hampered other budget, such as the one destined to the Mirage 2000D upgrade, meaning that those Mirage won't be available later. IF this upgrade is indefinitely delayed, then, the fleet may end up as very small.
The report warns against this.
