I read the article on the Strategy Page. I found one large source of the delay of the F-22A becoming operational not mentioned, is the orders from Washington! At the end of the Cold War (around 1990), "DC" passed the word to Lockeed and their sub-contractors, to delay the initial operations capability (IOC) at least seven years and to base the new schedule on the reality that the production will be cut (at least) in half! To base the cost on these new factors.
